Overview
The purpose of this job is to ensure Bank compliance with the Community Reinvestment Act (CRA) and to maintain a program that ensures at least a Satisfactory rating with regard to the CRA. This position is formally responsible for providing input into policies, programs, and procedures associated with the job’s purpose and essential requirements. This position supports the Bank’s CRA Program by ensuring compliance with CRA and assistance in maintaining a Satisfactory or better regulatory rating that apply to CRA. It is a more experienced compliance position that combines knowledge of and experience with CRA-related regulations to forecast regulatory standing through performance measurement, as well as fair and responsible banking regulations to adequately support the Program. The position also is responsible for data analysis required to calculate evaluation measures and to identify potential areas of concern to improve Trustmark’s internal controls and reduce risk exposure. The position will also be responsible for assisting in change management in relation to updated CRA rules and regulations.
Responsibilities
Performance measurement
- Conduct ongoing analysis of CRA lending, investment, contribution, and service activities for all assessment areas through first line performance monitoring.
- Identify CRA activity deficiencies within each local market and discuss strategies for improvement with Community Development Managers and Market Leaders.
- Assist in developing and calculating performance measurements using historical data, peer benchmarks, and other evaluation measures.
- Assist in the execution of the annual CRA risk assessment and the development of the risk assessment methodology.
Reporting
- Generate and distribute periodic performance reports to applicable committees and working groups.
- Maintain database of the Bank’s CRA assessment areas, including a record of branches/ATMs opened and closed.
- Review and prepare peer branch comparison reports.
- Oversee the annual update of the CRA Public File.
Training
- Review the annual CRA corporate training program and identify additional training needs.
- Provide additional training, as needed.
- CRA Program Support
- Manage information for each assessment area in MS, AL, FL, TX, and TN on HMDA, small business/small farm, and other community development loans, investments, services, and contributions.
- Assist in the review and development of departmental policies and procedures.
- Support change management project development and implementation.
- Assist in the organization, oversight, and execution of regulatory examinations.
- Oversee special projects as assigned by the Sr. Compliance Risk Manager – CRA.
Qualifications
- Bachelor’s degree in a business-related field required
- 3+ years of demonstrated CRA performance and experience in a bank leadership role in an OCC/CFPB supervised bank OR
- 4+ years of work experience in a compliance, audit, risk management, or analytical role
- Strong knowledge of the Community Reinvestment Act (CRA) and the Home Mortgage Disclosure Act (HMDA)
- Advanced Microsoft Office skills
- Advanced proficiency in Excel
- Must pass Excel Assessment
