The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate (GCS), Buildings and Logistics Department (BLD), Real Estate Development Division (RED), Building Technology Unit (BT) at its headquarters in Luxembourg, a (Senior) Operational Technology (OT) Project Manager *.
This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose
You will spearhead the initiation, meticulous planning, seamless execution, and monitoring of Operational Technology (OT) projects for office buildings within own domain. This strategic approach aligns with organizational objectives, upholds agreed-upon service levels, adheres to timelines, and respects budgetary constraints.

Operating Network
You will report to the Head of Building Technology Unit, you will be part of the team whose responsibility is to design, build and support further expansions and operational run office building systems including the related infrastructure.
The position is required due to significant quantity increase of OT systems and devices for offices linked to the of workspace expansion and transformation to choice-based (construction of New Building and West Building renovation), thus critical to guarantee a successful delivery of the related projects.
Accountabilities
- Collaborate with stakeholders to define project scope, objectives, deliverables, and success criteria for OT systems in office buildings
- Develop detailed project plans, including resource allocation, timelines, dependencies and budget estimates for OT systems in office buildings
- Coordinate project activities, monitor progress, and proactively identify and mitigate risks related to the project’s technology implementation and possible operational impact
- Execute and deliver the project in line with objectives, budget and planning taking into account organization strategy and current OT standards
- Collaborate with cross-functional teams (IT, MEP, Engineering, Operations, Service Providers, Technical teams, etc.) to define requirements and ensure seamless integration of OT solutions
- Engage with external vendors and partners to evaluate and select appropriate OT technologies and solutions
- Proactively support the execution of projects by ensuring that all tasks properly defined, allocated and followed up on, and that regular project meetings are held to ensure that all tasks are on track
- Prepare and deliver regular progress reports to stakeholders, providing updates on project milestones, risks, and key performance indicators, ensuring transparency, alignment and promoting effective collaboration throughout the project lifecycle
- Encourage active participation and ownership of the local operations and maintenance teams in the project and ensure a smooth transition to the new OT systems
- Manage numerous external providers including vendor performance management
- Conduct post-project evaluations, capturing lessons learned and identifying areas for improvement
Qualifications
- University degree (minimum an equivalent to a Bachelor) preferably in project management, engineering, computer science or equivalent related to OT
- At least 5 years professional experience in project management with exposure to Operational Technology (OT), Mechanical, electrical and plumbing (MEP) or Information Technology (IT) ideally within office buildings environment
- Practical experience in implementation and maintenance of OT and/or IT technology preferably within large, global enterprises, with different technologies, multi-platform and high-availability systems for corporate offices
- Proven track record of project delivery and managing complex projects from initiation to completion while working with internal and external engineering teams
- Experience in reporting and communicating critical information to stakeholders
- In-depth experience and/or certification of at least one Project Management methodology such as PM², Prince2, PMP/PMI or equivalent
- Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.

Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
