Job Description
The Director, Innovation and Solutions
Under the direction of the Airport Chief Digital Transformation Officer (CDTO), the Director of Innovation and Solutions will manage the design, and implementation of a comprehensive, large, diverse, complex Application and Systems architecture at the San Francisco Airport, to be utilized airport-wide and to integrate into city-wide systems.

- Designs, manages, and maintains the overall enterprise architecture (applications, systems and technical infrastructure).
- Defines and manages the enterprise data architecture and organizational strategic roadmap by developing strategies for business intelligence, analytics, and enterprise reporting.
- Drives a data-driven enterprise by ensuring data is properly ingested, stored, transformed, and managed.
- Implements and manages an Enterprise Data Bus so that data is ingested/integrated, stored, transformed for reliable, for data analytics and data science purposes.
- Manages the on-going implementation of necessary upgrades and enhancements to the enterprise architecture.
- Plans, designs, and reviews short/long term decisions of enterprise architecture that define customer/client usage.
- Ensures that effective work methods are utilized to deliver systems implementation.
- Designs and implements a migration plan from the Legacy System to the Enterprise Application and Systems Architecture.
- Develops procedures, standards, development methodologies, testing procedures to be shared across divisional lines with airlines, various agencies, airport management and other city departments.
- Makes decisions using a high degree of interdependent judgment and discretion including developing alternative solutions to problems within established guidelines and standards.
- Ensures the highest level of customer service with the least possible impact on clients and services.
- Evaluates new technical roll outs to develop innovative ways to utilize technologies.
- Assists the Airport CDTO with developing Requests for Proposals (RFPs) to procure technologies.
- Assesses current and future business needs to develop and implement short- and long-term strategic planning.
- Develops policies, procedures, rules, and regulations to establish effective relationships across divisional lines and ensures that new policies and procedures are provided proactively to airport management, airport staff, and other city departments.
- Communicates Enterprise Architecture to Airport and other stakeholders.
- Manages, mentors, and supervises subordinate staff.
- Manages and supervises external technology partners.
- Keeps up to date with the latest technologies.
- Performs related duties and responsibilities as required.
- Perform other functions outlined in the 0941 job classification.
Qualifications
Minimum Qualifications:
Education: Bachelor’s degree from an accredited college or university AND;
Experience: Four (4) years of verifiable experience overseeing application and systems functional areas, all of which must include supervisory experience.
Substitution:
- Additional qualifying full-time work experience (2,000 hours equals one year) may be substituted for up to two (2) years of the required education. One (1) year of work experience equals to 30 semester units/45 quarter units OR
- Possession of a Master’s degree from an accredited college or university may substitute for two (2) years of the required work experience.

Desirable Qualifications:
- In depth knowledge of systems and network architectures and deployments.
- Knowledge of middleware platforms and Service-oriented Architecture (SOA).
- Ability to manage the creation of an application and system architecture at an enterprise level.
- Knowledge in designing and implementing migration plans for a large, entrenched customer base from a legacy environment to an open, standards-based application architecture.
- Ability to identify and resolve problems and evaluate new technologies.
- Ability to develop analytical reports, document findings and recommendations, give presentations and/or briefings to Airport management.
- Ability to establish excellent working relationships with diverse customer base in the development of an effective relationship with ITT Management, Airline officials, Airport management, other City departments, contractors and technology vendors.

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Selection Procedure: The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)
This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Evaluation: (Weight: 100%)
Qualified candidates will be sent a Supplemental Questionnaire after the closing of this filing period. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in class 0941 Director, Innovation and Solutions.
Failure to complete these steps by the established deadlines will result in disqualification. All applicants’ responses to the Supplemental Questionnaire are subject to verification.
A passing score on the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.
NOTE: Applicants who meet the minimum qualifications are not guaranteed advancement through all of the steps in the selection procedure.
Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance
This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.
Additional Information
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six (6) months and may be extended up to 48 months with the approval of the Human Resources Director.
