The LOGCAP V (LCV) Army Preposition Stock (APS) Task Order Manager position is directly responsible for all aspects of the Kuwait APS5 Task Order to include operations across CENTCOM (if required).The TO Manager is responsible for providing logistics, supply, transportation, operations & maintenance, and base support management oversight. The TO manager has overall responsibility for meeting the contract deliverables, financial objectives, quality standards, and ESH standards IAW Industry and USG directives and regulations.Provide administrative and technical leadership of the project, including responsibility for cost, schedule and overall operational performance. The LCV APS5 Kuwait multifunctional logistics support includes sustainment level maintenance, retail and wholesale supply, and multimodal transportation in support of the APS sets located in Kuwait to include Theater Retrograde Operations and In Theater Maintenance support to units operating in the U.S. Army Central Command area of responsibility. The TO manager shall have in-depth knowledge of US Army Standard Army Management Information Systems (STAMIS), Global Combat Service and Support – Army (GCSS-Army), US Army readiness reporting (USR), and experience with the Army’s Care of Supplies in Storage (COSIS) program to ensures readiness of the Army’s stored supplies.ResponsibilitiesThis position description is subject to change at any time as needed to meet the requirements of the program or company.

  • Responsible for oversight and management of the TO P&L, contract requirement and execution with an extensive emphasis on continuous process improvement. The TO manager shall plan, coordinate, and execute all TO activities IAW V2X approved and established policies, procedures, systems, and requirements.
  • Responsible for all Site employees and Sub-Contractors working in support of the LCV APS Task Order.
  • Responsible for serving as the primary Point of Contact (POC) to the USG and requiring activity at the site for all site operational and contractual requirements.
  • Responsible for managing, maintaining and execution of all site doctrine to include but not limited to: PMRs (Performance Management Review), Site Safety Plan, Quality Plan, Work Instructions, applicable SoPs.
  • Responsible for TO subcontracting strategies, contract modification/changes, subcontractor operational oversight and delivery of services IAW SOW T&Cs. The TO manager is responsible for all Scope of Work (SoW) developments for subcontracted efforts to include the rating of their respective Technical Evaluations IAW SOW.
  • Responsible for maintaining current pulse on all operational issues and analyzing key performance indicators, and AQL (Acceptable Quality Levels), impacting contract performance in support of the LCV APS Task Order.
  • Responsible for providing direction to staff members regarding compliance with V2X, USG, and Host Nation standards.
  • Reports to the Senior Task Order Manager and completes all required reports and documentation.
  • Responsible for accountability, safety, and security of all Site equipment and personnel.
  • Performs other duties as required by Task Order Management

QualificationsEducation/Certifications:

  • Bachelor’s Degree in Business, Management or related discipline preferred.
  • Six Sigma Green Belt Certification preferred.
  • Must have an ACTIVE Secret Clearance and should be able to maintain the required clearance.
  • Must be a U.S. Citizen

Experience:

  • Ten (10) years’ experience as a Sr. Director or equivalent in a multi-discipline environment comparable to that offered under this contract.
  • Preferred background in military installation base support/infrastructure management.Minimum of 5 years’ experience in Operations, Site Management or Program Management directly supporting DoD or DoS.

Skills:

  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
  • Knowledge of principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledgeable of how to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Must be able to read, write and speak the English language with proficiency.
  • Requires a collaborative work style, fostering cooperation, and teamwork.
  • Must exercise discretion and good sound judgment.
  • Must have high level of proficiency in the use of MS Office and/or other related applications.

Supervisory/Budget Responsibilities:

  • Supervises all assigned staff.

Working Conditions:

  • Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures; up to 130F degrees in the summer months, as well as extreme cold areas of the world.
  • Potential exposure to chemical or biological agents could exist.
  • Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices

Physical Requirements:

  • Must be able to lift/push/pull 25 lbs.; Work will require walking up and down stairs, prolonged standing, prolonged sitting.
  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
  • Must comply with all Fire and Safety Regulations and post policies
